I think the list discussion has probably overtaken this, but my reason (as 
I suggested yesterday) is that I think any competent adult ought to be able 
to get a license to officiate at a civil marriage -- a task that takes a 
whole lot less skill than driving a car.   Many couples already get married by 
the officiant of their choice by having the person of their choice become a 
mail-order (or now an Internet-order) minister, which only cheapens the 
whole concept of ministry.
