        I'm confused -- I thought it was clear that the purpose of RFRA
(rightly or wrongly) was precisely to authorize some claims of
exemptions from generally applicable laws, including criminal laws.
When strict scrutiny would be satisfied is hard to tell, but what basis
is there to say that it would be satisfied for every felony?
