I'm not sure how a  simple question such as mine gets put into the '"get a 
life category,"' but just  in case anyone is interested, I do have one. 
 
        Seeking answers to  questions about congressional authorization in 
general seems central  to understanding American constitutional law. But Steve 
is quite  right. Grading, meeting publications deadlines, and so forth are 
currently more  important.  So I promise not to "get vexed" about this issue or 
spend  time too much time right not thinking about one of the central questions 
in  any constitutional democracy.
