I know of no municipality with the resources to rigorously enforce an
ordinance prohibiting the posting of signs, ribbons, etc. on utlitily

municipality violates the free exercise clause by refusing to allow an
eruv unless it can show municipal employees promptly remove all ribbons
and signs from utility poles?
I'm not familiar with the facts in this case so I'm wondering, if the municipality does not have resources to vigorously enforce its prohibition agains signs, ribbons, etc., how is it that it is enforcing the ordinance against whatever marks the eruv?
