Church state separation & parking meters

A lawsuit has been filed against the City of Newport Beach claiming
violation of the establishment clause because parking meters near beach area
churches are not active until 1:00 p.m. on Sunday while others turn on at
8:00 a.m. on Sunday. All are active from 8:00 a.m. to 6:00 p.m. every other
day.
Parking spaces are first come first served.
Policy dates back to when the meters were first installed about 40 years
ago.
I do not know the reason why the later start time. However, it may have been
to avoid problems with local residents who would have been to church and
back home before they had to pay for parking. i.e. Keep the voters happy.
Charge the visitors/non-voters.
