Fascinating case

Am I missing something about this case?
It sounds like fraud on the part of the school.
School knows that student wants to lean acting but will not do X.
School tells student that they think she will be a valuable part of the
student body or whatever other words are in the acceptance letter.
School takes student's money.
School later tells student that: "We knew when we accepted you that you
would not do X, but to graduate you will have to do X."
