Government regulation of prayer content permitted

10th Cir. rules city council may regulate prayer content, i.e., OK to
prevent "Our Mother, who art in heaven (if, indeed there is a heaven and
if there is a god that take a woman's form ...."  Snyder v. Murray City
Corp., 10-27-98, not found yet on WestLaw (my ineptness?), found at
