I don't know the answer to your question because I am not a tax attorney.
I suggest you contact Independent Sector. This is an umbrella group for
non-profit organizations. Someone on its staff should know. The telephone

Independent Secotr has a web site, but doesn't everyone today?

P.S. I worked for an organization that did the same thing. The practice
of the Christian Action Council was to notify the senders so that they
would not send additonal funds in the future for the former employee. The
funds were not given to the employee. I know that for certain. Whether
they were returned to the sender, I don't know. One solution would be for
the organization to send a letter to each contributor, and ask them what
to do with their gifts: return it to them, send it to John, apply it to
the account of the employee that replaced John.
