Saucier v. Employment Security Dep't, 1998 WL 70527 (Wash. App.
Feb. 19), upholds (1) an exemption of churches from unemployment
compensation taxes, and (2) the provision of funds to the church --
alongside other secular agencies -- for secular drug abuse
counseling. It does so under both the Estab Cl and the more
restrictive Washington Constitution. As to (1), it follows Rojas v.
Fitch, 127 F.3d 184 (1st Cir. 1997), which it considers squarely on-
point; we discussed Rojas on-list when it came down.
