    Robinson v. District of Columbia Government, 1997 WL 607450, *1
n.1 (D.D.C. July 17) -- a challenge to the D.C. government's actions
as employer -- rejected plaintiff's RFRA claims on the grounds that
"the Supreme Court's decision in City of Boerne v. Flores, declared
that act unconstitutional."  No further discussion.
