Gov't Attorneys, Negotiation, Standing on Rights

I completely agree with Rob that government attorneys are no better or worse
than any other attorneys in their inclination to find negotiated settlements.
What the legal academy, or at least those voices heard most, usually says is
that the government operates bureaucratically and therefore disregards
individual desires/requests/needs.  I don't buy it, because in most
circumstances, there is room for play on both sides through creative
negotiation.  This is especially true in the land use arena.
