That was essentially the answer I gave - without recalling that paragraph
in Mergens.
But I do wonder about the problem of it being a non-school sponsored group.
Does Mergen require a non-school sponsored group be given access if only
school sponsored groups have access to announcements and the like?
I'll need to reread the decision.
