Unconstitutional Conditions on School Choice?

I too am very interested in the possible effect of accepting vouchers on
the ability of the government to regulate private, religious schools.  What
is the Steven Gilles article, and how can I find it?

I know that private religious colleges already accept voucher type of
money, as in the "Cal grant" program in California.  From my personal
experiences, this did not seem to invite further government regulation.
 Would it be different on the primary and secondary levels?
