MArcy Hailton gives credit for stalling New York's RFRA where it is not
due.THe preservationists are more powerful in the asssmbly,where the bill
passed easily.It stalled in the Senate in large part because the Republican
Senate did not want to give a victory to the Democratic Speaker of the
Assembly,who rammed the bill the through in the first day or two of the
session.THe bill almost passsed on hte last day of the session,but theere was
no time to deal with the Departmant of Corrections.Simple partisanship also
played some role in stalling the NJ RFRA, although thta bill also had some
other problems.Sheer partisanship,(REpublicans ddi not want to help the key
sponsor who was a Democrat.Whatever one thinks of RFRA it is somewhaT
DISAPPOINTING to encounter such juvenile partisanship as a political norm.
