It may not relate to sentencing at all.  On the other hand, as a member of the
Georgia body politic, I would begin by assuming that sentencing options
reflect in substantial part the intentions of that body politic.  So why not
ask, how do the people of this jurisdiction feel about feeding and housing for
this length of time someone who's criminal history consists of sitting on a
concrete walkway and excludes any violence or advocacy thereof.
