In the Sixth Circuit, the case that would probably determine the outcome is
Vandiver v. Board of Education.  There the Sixth Circuit affirmed the power of
the School Board to withhold credits, even though such credits would be
transferable if received from a public or private or parochial school.
Vandiver dates from around 1989-91.
