Hialeah City Charter -Reply

Rick Nelson writes in part as follows:
"43 years ago the city passed a Charter which stated it would have
various powers and acts 'in accordance with the will of Almighty
God.'"

Could you please provide a more complete statement of the relevant
text from the Charter, i.e., the full sentence or paragraph in which
the "Almighty God" reference appears?  Thanks.
