Proprosed Amendment to Sec. 1983

        When Dan Conkle first posted the proposed legislation, I found
myself wondering about its constitutionality.  Can Congress single out EC claims
for different treatment from other constitutional claims?  Does the answer
depend on why it is doing so?  What if Congress did something similar for
free exercise claims?
