Proprosed Amendment to Sec. 1983

Thanks to Dan Conkle for bringing the Sec. 1983 amendments to our attention.
Does anyone know who is sponsoring these changes (repealing remedies under
sec. 1983 in Est. Cl. cases)  and what groups suggested them?
