For those interested:  the article Doug referred to on supporting RFRA
under the treaty power is available on Westlaw.  The paper cite is:  Gerald
L. Neuman, THE GLOBAL DIMENSION OF RFRA, 4 Constitutional Commentary 33
(1997).  It just came out in the Spring 1997 issue, so it is hot off the
presses.

Thanks for the reference, Doug.  I may do a brief essay along the same
lines anyway.   Since we are now post-Boerne, the topic may not be fully
preempted by his pre-Boerne paper, and I have a slightly different
perspective than Prof. Neuman - though not really much new stuff to add to
his analysis.
