But the thigh bone's connected to the hip bone, and the money ultimately
reposes in the possibly contaminating coffers, as against the Title I
program. I'm neither necessarily advocating this emphasis nor predicting
the Court will stick with it. But I still think that Souter could in good
faith say that Agostino, at least, does not cover vouchers.
