RFRA & Federal Law

        Congress said it was enacting RFRA pursuant to section 5 as applied
to state and local law, and pursuant to the Necessary and Proper Clause as
applied to federal law.  The DC Circuit opinion in EEOC v. Catholic U says
that RFRA merely determines the reach of other federal law, which, it seems
to me, is obviously a necessary and proper part of the powers that support
each of those other laws.
