John Mansfield wrote an excellent article on the Religion
Clauses and foreign affairs about 10 years ago. I think it
was in DePaul L Rev. Bob, if you are seriously interested
in these problems that is where you should start.

As for me, I would need a more concrete question. What
actions of the President in foreign affairs do you have in
mind? My initial reaction is: Of course, the Clauses apply
to the President in everything he does, but it is difficult
to think of many exercises of the foreign affairs powers
that would either interfere with the free exercise rights
of Americans or establish a church.
