     Speaking of VMI, what about a "charter school"?

     As the concept is generally explained, such an entity is a school that
     is publicly-financed, but privately run. It may, or may not, operate
     within the confines of an existing property belonging to the public
     school system. Its curriculum must meet state standards, but decisions
     on the manner and perspective of presentation are left to the
     management of the school.

     Would (should) such a school be considered a "state-actor"?
