Emily comments are well taken, but there is perhaps a historical
error in her remarks, i.e., Jefferson's plan for education in
Virginia was never adopted by the Virginia legislature; his scheme
for UVA was, but not the rest of his program.

And I am not sure that the rest of his program should be called
elitist; it was universal for the primary grades, and then free for
those selected as promising for the next stages.  In the context of
the time, this seems non-elitist.

But labels don't matter too much; the only error is to group
Jefferson with Berkely and the other Virginia politicians.
