Perhaps Marci or Doug can give us an insider's view, but it wouldn't
surprise me if Boerne's new-found willingness to compromise is based
less on the legal status of RFRA than on the negative national
publicity that it, a city with a strong interest in tourism, has
received in recent months as the perceived persecutors of a poor little
church that just wanted a bigger sanctuary.
