Discrimination in a privat business

Dear Friends,
I am a lawyer from Israel.
Lately a person purchased the majority of the Stocks (shares) in a publicly
held corporation in Israel. Since he is a religious Jew, his appointed
Directors passed a resulution in the Board of Directors of the corporation
that the mall which the corporation owns, will be closed to the public on
the Sabbath although it is legal to open such a mall during this day.
We do not have a law in Israel which prohibits privat business from
discriminating persons based upon sex, religious belief etc. I am looking
for laws in other democracies which prohibit PRIVAT persons (not the
Government) from such discrimination in order to suggest to enact such a
law in Israel.
If any of you can assist me in this matter - I will be most gratefull.
