Since the beginning of the school year, we have 
heard from colleagues around the country about 
lay-offs of student support personnel and a 
dwindling of community resources linked directly 
to schools. And last week, we received the following:
“I thought you might be interested to know that 
the Pennsylvania Department of Education 
abolished its Bureau of Community and Student 
Services last week with no prior notice. Staff 
were informed that the Bureau would be terminated 
the following day. Programs will be dispersed to 
other bureaus, mainly the Bureau of Teaching and 
Learning (Curriculum). This shows the lack of 
support 
 for student support services. It is 
expected that with no specific point of contact, 
the relationship between PDE and the student 
services field will deteriorate. ...”
We suggest that all this is another clear 
indication of the degree of marginalization 
related to efforts to address barriers to 
learning and teaching and re-engage disconnected students.

As you know, one facet of our Center's work has 
been to analyze school improvement guidelines and 
plans to clarify just how marginalized student 
and learning supports are in current education 
policy and practice. As a major step in ending 
this marginalization, we have suggested the need 
for moving from a two- to a three-component 
framework for education policy and practice.

To this end, the National Association of School 
Psychologists (NASP) asked to work with us in 
adapting our documents on the topic into a brief 
four page user-friendly informative. The result 
is the document entitled: "Enhancing the 
Blueprint for School Improvement in the ESEA 
Reauthorization: Moving From a Two- to a 
Three-Component Approach." See attached copy; it

NASP plans to use the document in a variety of 
ways to advance the association's efforts related 
to informing the ESEA reauthorization process. 
They have begun approaching other associations to 
determine if they want to sign on to the document 
to indicate their agreement with the matter addressed.
