Hi,

A bill (SB 288) to establish a “Comprehensive Pupil Learning Support 
System” in California has been reintroduced by state Senator Leland Yee.

Discussions with the Governor’s office about funding have been initiated.

This bill incorporates what our Center’s policy analyses indicate is 
critically missing from current discussions of the reauthorization of the 
federal No Child Left Behind Act (i.e., the Elementary and Secondary 
Education Act).*

In addition to informing California state legislators about your position 
on SB 288, bringing this California bill to the attention of Congress may 
help to ensure the Congressional reauthorization hearings include an agenda 
item related to ensuring there is a stronger focus on how to help schools 
develop a comprehensive system of learning supports to address barriers to 
learning and teaching.

And, in the meantime, the information can be shared with other states who 
may want to consider moving in the new directions outlined in

* “Legislation in Need of Improvement: Reauthorizing the No Child Left 
Behind Act to Better Address Barriers to Learning.” This report raises 
concerns about what has not been on the agenda for the No Child Left Behind 
act’’s congressional reauthorization hearings. The analysis finds that 
there has been no major discussion of the need for a systematic focus on 
learning supports to address barriers to learning and teaching. Given this, 
the report cautions that this matter is unlikely to be on the agenda in 
upcoming Congressional hearings unless remarkable efforts are made between
