right to relocate to work for federal government?

Can anyone suggest any originalist sources for the federal
government's being barred from discriminating against US citizens when
it chooses whom to hire based on the citizens current residence
location within the US? for example, something that would prevent a
federal agency located in D.C. from refusing to hire anyone who sent
in an application from Illinois? I have a few but would like more.
