Article Request, and Extra-legal Cases

I have written a paper about the Constitutional Authority Statements
requirement in the House of Representatives, but it is not up on SSRN yet. I
have an early draft that I can circulate to anyone who is interested (I'll
reply privately to you with it, Mark). I would certainly appreciate hearing
about anyone else who is writing on this subject.
