Federalist #78

Hello,
I was hoping someone on the list serve could help me. My high school students in my Constitutional Law class have just finished reading Federalist #78. In the discussion over the "force nor will" and the "power of the purse", a great question was asked for which I do not have an answer. The question is "have there been any Supreme Court cases that Congress did not support with funding?"
I did not have an answer for my students and was hoping I could get an example or two from someone. The only thing I can come up with is the forced busing case.
