Let me piggyback on Earl's question and ask, can anyone suggest any famous quotations from Souter.  I am asking for possible use in a future edition of the Oxford Dictionary of American Legal Quotations, or, in the unlikely chance that he said something really memorable, in a future edition of The Yale Book of Quotations.
