Souter, quoted in an editorial in the San Francisco Chronicle, today, in

reference to the start of every term.  (sfgate.com)

I wonder what this means.  Is he saying that constitutional law has 
perhaps become so mired in the intensely minute that it, or some its 
practitioners, tend to ignore the larger world around them?  The outcry 
against referring to allegedly 'foreign' law, perhaps?
