"I undergo an annual intellectual lobotomy."

Souter, quoted in an editorial in the San Francisco Chronicle, today, in
reference to the start of every term. (sfgate.com)

I wonder what this means. Is he saying that constitutional law has
perhaps become so mired in the intensely minute that it, or some its
practitioners, tend to ignore the larger world around them? The outcry
against referring to allegedly 'foreign' law, perhaps?

I am asking for possible use in a future edition of the Oxford Dictionary of American Legal Quotations, or, in the unlikely chance that he said something really memorable, in a future edition of The Yale Book of Quotations.
