Any analysis of Arizona should certainly include its success, like many
other "ruggedly-independent" states, in siphoning off federal dollars
for such things, e.g., as water resources without which there would be
no modern city of Phoenix.  It is one of those states that keeps taxes
low by mooching off the rest of the country.
