I have no idea what that means.

I see her as Napoleon in an anorak. Can you imagine giving her
a tank?

He has indeed, and as foreign policy experience
goes, the score is in his favor -- by a little bit, since it's a little

experienced than Obama, but rather below the minimal threshold of
qualifications. Given that pretty much every candidate-governor has had
no real foreign policy experience, Palin strikes me as hardly unusual in
that, especially in comparison to Obama's very minor foreign policy
experience.

Obama has written and spoken about foreign
policy matters, most notably Iraq. Palin has said that she has not
given Iraq much thoguht. How should these be factored into Eugene's
comparison?

I certainly agree that Palin's primary
executive experience is as Governor (a little under 2 years, of course,
but Obama has a little under 4 as Senator, a good chunk of which has
likely been much more focused on his campaign than on legislative work).
The mayoralty is a less significant matter, probably less significant
even than Obama's state senatorial years, though my sense is that being
one of the 59 Illinois state senators is not that huge a deal, either.
To compare:

			    Palin
Obama

<2 years as governor <4 years as
senator, with whatever discount (or, if you like, enhancement) is proper
for his focus on the Presidential race
1 year on 3-member executive Alaska Oil &
Gas Commission, with whatever enhancement is proper for having
apparently blown the whistle on some misconduct there, which was
apparently seen by Alaskans as a major achievement
6 years as Wasilla mayor + 8 years as
Illinois state senator
			    4 years as Wasilla councilwoman

I should note for the record that Wasilla
mayor is a full-time position, though I agree that Wasilla remains a
small town.

There may not be anything tautological
about it but it does tend to lump things into easy classifications that
blur important differences. Being a Mayor of a small town may be a type
of "executive experience" but such experience isn't even worth
mentioning in relation to the type of executive activities one would
face as President. I haven't heard anybody comment on what type of
local govt system Wasilla has but it isn't unusual for a town that size
to have a part time Mayor. I have a good friend who has been Mayor of
a town 3 times the size of Wasilla for 8 years.
It is a part time position. In any
case most of us work at Universities that have Dean's of Colleges that
have bigger budgets and more employee's than the town of Wasilla. None
of this is to suggest that she isn't qualified-the point is that simple
classifications of something as "executive experience" doesn't provide
us any useful information.
