Representation for District of Columbia

So could Congress give Puerto Rico a representative and one or two
senators?  Guam?  The Virgin Islands?  Or is there a principle that
applies to the District of Columbia alone? (I suppose it would be the
rather tendentious reading, from my perspective, of the DC Clause.)  By
the way, is there a way of justifying assigning DC a representative and
NOT a senator, unless it is a plenary (arbitrary) power theory of
Congress's power with regard to the District?
