"Hate crime" prosecution for flushing Koran down a toilet

	I'm not sure quite how this works.  There may be strong motives
to destroy *group members'* property to get some sort of revenge on
those group members.  But there is neither an epidemic of people
stealing third parties' property to annoy members of some groups nor an
epidemic of people destroying their own property to annoy members of
some groups.  Rather, my guess is that there are occasional incidents of
each:  Shmulevich steals the Korans from Pace; people who burn crosses
(even in contexts protected by Virginia v. Black) tend to burn their
own; my guess is that most people who burn or otherwise desecrate flags,
whether Israeli, American, or otherwise tend to desecrate their own.
