Two Unrelated Questions

1.  What does the  phrase "offenses against the United States" mean in the 
Art. II, Section  3 provision "grant reprieves and pardons for offenses against 
the United  States"? Does it refer to any state or federal law? 
 
        2.  What is the basis  for requiring Senate confirm of military 
appointments as in General Petraeus'  confirmation this week?
