Noxubee County (request for offline response)

 I would be grateful to hear, offline, from anyone who has actually been working on material about how and when the Department of Justice has intervened, under the Voting Rights Act, in local government situations in the former Confederacy.
 
I exclude all questions of state government decision-making, reapportionment, etc.
 
 My interest is focused by the fact that a case began in Federal District Court today in which the defendants are (1) Ike Brown, the leader of the Democrats in Noxubee County, Mississippi, and (2) the Noxumbee County Executive Committee.  This is a case in which the DOJ, relying on the Voting Rights Act, is alleging various acts of racial discrimination by African Americans against whites.
