Rule of Law question

I think all of these sources are excellent and I am also going to 
shamelessly promote my essay on the rule of law which is available on 
SSRN.  I think the problem with many accounts of the rule of law is that 
they tend to assume that the rule of law can best be understood by 
looking at the best practices of western democracies.  What I argue in 
the essay is that the paradigm needs to be inverted.  The difficulties 
that developing nations have in implementing the rule of law have much 
to teach scholars about the political micro-foundations of the rule of
