Supreme Court Voting Rules

  An academic friend of mine inquired about the Rule of Six from a
friend of his who works in the Supreme Court Clerk's office.  I am
being vague about identities because I don't want to risk getting
anyone in trouble.  My friend got the following answer from his
friend: 

"I wish I could help.  The internal voting rules have now been
reduced to writing, but the document is considered confidential."

  I am having trouble imagining what could be in this document that
can't be revealed to lawyers practicing before the Court.
