Specifying Frank Miller (offline)

Frank W. Miller, et. al. (Prosecution and Adjudication)  say  “In deciding 
whether to bring formal charges against a suspect, a  prosecutor considers a 
variety of factors including (a) the strength of the  evidence, (b)  the suspect’
s background and characteristics, (c) the costs  and benefits of obtaining a 
conviction, and (d) the attitude of the community  toward the offense the 
suspect is believed to have committed.” (Miller, et. al.,  795).
 
I ask a very narrow question.  Has anyone on the list  studied closely how 
these rather general criteria have been specified in  particular offices and/or 
particular cases?  If so, and if you  have citations or other material that 
you feel able to share, I would be  obliged.  Offline would be preferable.
