Constitutional basis to police accountability and oversight?

I'm participating on a panel at my school sponsored by the ACLU on police accountability and oversight, and they have asked me to speak on potential constitutional claims to minimum levels of police accountability and transparency. I really have not seen constitutional arguments on this subject, however, and wondered whether anyone else has who perhaps can direct me to some resources.
