Michigan and popular constitutionalism

My point was directed at  the general institutional issue of who has the 
final say in interpreting  the Constitution. It was, to reiterate, that depending 
on what we mean by  "popular constitutionalism," courts may or may not have a 
role in constitutional  interpretation.
 
        In this case, what makes  the citizens of Michigan's decision a 
constitutional decision rather  than a policy one?
