What was the Fuss over the National Bank?

I have an extraordinarily  elementary question. What was the function of the 
national bank and  precisely why was it such a perennial problem, at least in 
the early republic?  Since I'm sure that I am a rather uninformed minority, 
please respond  off-list.  Thanks in advance.
