Signing Statements Again

Is there a succinct  statement how one distinguishes between legitimate 
signing statements and  illegitimate ones? If a signing statement indicates the 
President's  interpretation of a law he or she signed, the natural question is 
will the  President enforce provisions of a bill he or she thinks 
unconstitutional? If the  President is free to ignore such provisions, isn't the signing 
statement a  "mini-line-item veto? I know we've been over this ground before, but 
I'm still  troubled by the practice.  Although I agree that some types of 
signing  statements may be worse than others, I'm not sure I can explain the good 
 ones from the bad. Both types seem to me to be an end run around a 
congressional  bill the President signed.  Thanks.
