Al Qaeda and suitcase nukes

What should be made of claims such as these:

  Is there any good reason to believe that Al Qaeda has suitcase nuclear devices, or is this just propaganda? I had always taken this concern to be futuristic or aspirational. If such a situation were true, given the recent message from Bin Laden last week, wouldn't the terror threat level be elevated right now? Moreover, does the government have a plan if such a scenario were to transpire? That is, is there a doctrine that we have announced that specifies what we would do if cities were simultaneously nuked (something like the Monroe doctrine, only for a nuclear attack)? I wonder what people on this list think our response should be. In terms of game theory, what options exist as a consequence that prevents this?
