Meaning of Alito Quote

I am getting responses suggesting that what Alito really said was "no one 
is beneath the law," which probably makes more sense than "no one is under 
the law."  The source for "no one is under the law" is cnn.com, which may 
just have gotten the quote wrong.  It wouldn't be the first time.

I await confirmation of the true wording.
